Activities related to cultural production in the Islamic Republic of Iran Broadcasting (IRIB) are affected by different individuals and institutions creating challenges in these products before, within and after production through the mentioned interferences so that financial and social costs would be created. The purpose of this study is to design a combined model of policy in cultural products of broadcasting with the help of various models of policy-making. The descriptive-survey methodology has been used for quantitative data through questioning from functional experts in order to collecting data with questionnaire and methods of descriptive and inferential statistics have been used to analyze quantitative data.The studied population of this paper includes two collections. One of these communities has named the scientific community including university professors. Second community has been functional community including two groups of senior managers and experts of organization and effective institutes and organizations in policies of national media that have been introduced in this study.This study has tried to present a proper model in deputy of provinces’ affairs and parliament of broadcasting with the aim of designing a cultural policy for provincial centers through assessment of different policy-making models and using research literature, available studies and opinions of scientific and functional experts.

Policy making in a deep view framework can be considered as macro and national management encompassing planning, implementing and evaluating different projects in economic, political and cultural domains to achieve various goals in target geography. Hence, policy can determine the destination and perspective of a society at the current world. At the current competitive world with different competitors with mainly conflicting approaches, policy making includes high sensitivity. Designing and codifying a desirable policy would be formed with the purpose of dynamicity and growth of an institute and entrepreneurship is one of the inseparable issues for improvement and prosperity of the institute. As economy of countries with underground resources is tightly connected to this industry, this study has tried to investigate, identify and introduce stimulating and preventive factors and indices in this field to present a novella and effective pattern in oil and gas industry, so that entrepreneurship as tangible need of countries can achieve adequate degree of productivity. This study has emphasized concept of entrepreneurship policy making in oil and gas industry and has introduced 4 main aspects, 10 secondary aspects and 61 effective factors in this field. Moreover, using obtained indices and components, a causal pattern is introduced and position of each index and factor is specified in stages of policy making and entrepreneurship process.

It is a long time that management theorists have considered electronic human resource management as a phenomenon of 21st century, but truly in time of developing each theory, related challenges and topics to it will not appear. Movement from human resource management of private sector to public sector is not possible with using private sector techniques in completely different area but the field that public sector works in it can basically change its nature. Present qualitative research intends to discover electronic human resource management model in governmental organizations using grounded theory and choosing modern public services and civil rights. For this reason, 11 semi-structured interviews with experts were conducted. Data analysis in codification process was done with MAXQDA software and leads to appearance of 114 concepts in frame of 17 main groups. Electronic human resource management model in governmental organizations, including casual conditions, mechanisms, grounded conditions, moderator conditions and consequences that is necessary to prepare the way according to the mentioned model for implementing desired situation besides considering multiplicities.
